DVRPC works with many different types of stakeholders, from state government to local government, from professional planners to citizen planners, and from private sector to public sector. The Planning Assistance Center houses information on funding and consultant opportunities as well as educational programs, and other resources that are important to the region.
Funding Opportunities
DVRPC administers or advises on a number of funding opportunities, most of which are designed for local governments.
Business Opportunities
Consultants can find Request for Proposals (RFPs), Request for Qualifications (RFQs) and other opportunities here. DVRPC occasionally posts RFPs for member governments as a courtesy.
Economic Development
DVRPC manages the regional Comprehensive Economic Development Strategy (CEDS) for the Greater Philadelphia region, satisfying provisions of the United States Economic Development Administration.
Smart Growth
Smart Growth is a planning approach that recognizes the impact transportation investments have on land use and community form. We rely on municipalities to enable smart growth through various tools and the private sector to implement smart growth through development.
Safe Routes To Transit
DVRPC's Safe Routes to Transit - PA and Safe Routes to Transit - NJ projects seek to assist municipalities in bridging the gap between planning and implementation by identifying potential funding sources early in project development. DVRPC will assist municipal or county project sponsors shape projects and/or perform planning-level design that will make strong applications for funding sources such as the Transportation Alternatives Program (TAP) or Pennsylvania's Multimodal Transportation Fund.

Municipal Implementation Tool Brochures
DVRPC produces a series of brochures for local governments to educate on emerging topics in the planning field and assist in implementing the region's long-range plan. Municipal governments have the primary authority and responsibility to implement land use policies. Each MIT covers a different topic and provides an overview of the use of the tool, the benefits, and best practices.
Municipal Tools and Services to Protect the Environment
In New Jersey and Pennsylvania, municipalities have "home rule," meaning that municipal governments have decision-making power over many issues that impact the natural environment and quality of life. There are many tools, such as Environmental Resource Inventories and Steep Slope Ordinances, available to municipalities to protect the environment while directing future development.
